Eagle Scout Medal Prototype???? Early and RARE

There are a couple of these medals floating around and nobody really knows how they came to be and why. Is it an Eagle Scout medal prototype? Is it a local Eagle Scout medal? It is quite old and very scarce. That is all I can offer by way of information...
